Spot on here. IMO he's hedging his bets. He knows US refineries are tuned for heavy oil. That means they can run oil from Canada or Venezuela only.
So his Venezuela angle is to push regime change. His Canadian angle is targeted propaganda, destabilization, and amplification campaigns within the Conservative cohort in AB/SK. Proven with 100% certainty by this chart.
That's how he captures AB/SK (the oil reserves) without a shot being fired. Then he doesn't care about the rest of Canada.
As for Venezuela: Canada also needs to be cautious. If Trump secures Venezuelan oil, a decent chunk of our trade leverage over USA is lost, since we no longer have them "over a barrel". We have other angles, lots. But oil is still a big one.
