They're future dam locations, not approved yet.
Conawapa (the 1.4gw) already has a converter station near the site. 
It was supposed to be built with Keeyask (the 0.7gw). Big mess.
But Gillam Island (1gw, basically right on Port Nelson's doorstep), would be an additional one. Less talked about near term, but still on the docket.

This all ties into MB Hydro predicaments.
 
Basically all of MB's power is generated up north. This means 800km of transmission lines to get it to populated centers, driving up overall dam costs (Bipole 3 was $5B). That's why MB Hydro is looking more to wind (rightly so), because it can be done closer to populous centers.
However, the economics of Conawapa/Gillam Island change if you don't even need 800km of transmission lines to the south. If you've got enough thirsty local industrial demand for 1GW to 2.4GW at Port Nelson (without transmission), he dams become way more feasible. And profitable.
And Port Nelson would have big power demand. So this really fits like a glove.
