Carboy15 Ramp meters are awesome. Phoenix has them on their freeway. They're mostly to keep the freeway moving and "drip-feed" new entrants onto it.
Problem with Rt 90 is the bridge is the pinch point. Effectively 3 already jammed SB lanes are having a 4th full lane (the ramp) jammed into them. So no ramp meter solves this volume. An extra lane is needed.

Agree completely. The light on Portage is stupid. Their idea is to alleviate this 3-lane pinch point under the bridge by diverting that 4th lane (the ramp) via a direct left (the light). But it creates the exact problems you (and most sane people) are pointing out. Neither the ramp or light are a good solution, something better is needed.
