Of the itop 20 intersections by traffic, I would build overpasses on Bishop/Waverley (they should have done this in 1998, when they extended Bishop to Kenaston). I would build a diamond overpass for Bishop/Lagimodiere. The City really dropped the ball for Kenaston and McGillivary and Sterling Lyon. Today, they could sill make a diamond interchange for Sterling Lyon, but McGillivary would be more difficult.
Route 90 and Grant would be another place to construct a diamond interchange, especially when the Kapyong Barracks land is constructed. Chief Peguis should have a flyover for Main and Henderson, and diamond interchanges at Lagimodiere and McPhillips. Fermor and Lag would be nice too. The remainder of the intersections are too close to housing and other obstacles to be economically viable.
As a side note, I would definitely make PTH #3 and the Perimeter a priority. Oak Bluff is one of the fastest growing towns in the province, and should have 4,000+ people living there, when the new subdivisions are completed. The RM ofMacdonald is gaining a lot of people too, so McGillivary outside the city limits is increasingly congested with each passing year. A overpass at Dugald and the Perimeter would be nice too.
I would also complete the highway that runs through the NW that starts at Route 90 and Inkster, and ends at the Perimeter. The Province wants to extend it through Headingley, and have it connect to the Trans-Canada, in the vicinity of St.Francis Xavier.
Finally, I would extend Kenaston south to PTH 75, and make a cloverleaf at the Perimeter, since that was one of the goals of Centreport.
